En la decada de los 80s la lucha contra el narcotrafico aparece como el tema principal de los gobiernos y de los candidatos presidenciales de Estados Unidos y de los paises andinos. Aparentemente el consumo de los alucinogenos y estupefacientes ha invadido a sus sociedades, y particularmente es la mayor tentacion de la juventud. Las estrategias de esta lucha, basadas en la destruccion de la oferta (reaganomics al reves) han descuidado no solo la rehabilitacion de los drogadictos, sino la provision de otras fuentes de trabajo para las economias andinas narcodependientes (Colombia, Bolivia y Peru), y de nuevos horizontes culturales para sus jovenes. La historia del narcotrafico -asi se titulo esta serie que aparecio entre junio y noviembre de 1984 en El Espectador- nos demuestra la manipulacion politica del narcotrafico, y de las cam-panas antinarcoticas, por todos los gobiernos y grupos politicos envueltos en el mercado del vicio. Ultimamente mas sutiles formas de intervencionismo emplea la lucha antinarcotica promovida por los Estados Unidos en los paises andinos. La politizacion de la justicia, la perdida de independencia administrativa y de iniciativa nacional en estos campos ha sido el desarrollo negativo de las campanas de la DEA y la CIA en la lucha antinarcotica en los paises andinos. Este libro expone objetivamente las manipulaciones politicas en la historia del narcotrafico y las consecuencias deprimentes del modelo de dominacion norteamericana para nuestros paises en su negativa lucha antinarcotica. Ningun colombiano tendra noticia de un fenomeno de tanta magnitud como el que resume el narcotrafico y en especial el que se relaciona con la cocaina, porque ella forma parte de las culturas suramericanas precolombinas y ha sido soporte de la religiosidad, el trabajo, la economia, y la eroticidad, en Los Andes y la Amazonia; presente siempre en la colonia y la republica. La coca irrumpe como base de la formacion de fortunas jamas sonadas, de capitales nunca anhelados ni esperados. Es la realidad que todo lo cuestiona: historia, relaciones internacionales, reglas de acumulacion privada, moral, comercio, e interaccion social. Emerge descomunal: altera las relaciones de poder y rebulle la politica. Amplios sectores antes marginados de la economia saltan al mercado con inmensas caudas. Surgen capitales, divisas, dineros y cuasi-dineros, que no encuentran causa en el riachuelo estrecho del capitalismo colombiano. Ante las practicas del narcotrafico, las normas juridicas muestran vicios e inconsistencias, y las mentes se esfuerzan en la busqueda de aclaraciones a candentes interrogantes.
