Des 1919, tentant d'enrayer la marche funebre d'une humanite en perdition, les hommes de paix avaient cree des reglementations et des structures supranationales regroupees autour de la Societe des Nations. Malheureusement, la demarche avait fait long feu. Elle avait ete foulee au pied par un chancelier allemand haineux et revanchard. Mais l'idee avait poursuivi son bonhomme de chemin, et sitot en vue la victoire contre l'Allemagne nazie, les memes grands esprits avaient repris le chantier fondant, entre 1944 et 1947, toutes les instances supranationales que nous connaissons: pour la partie economique et financiere, ce fut le FMI (Fonds Monetaire international) puis la BIRD, dite Banque mondiale; pour le commerce international, ce fut le GATT, ancetre de l'OMC (Organisation Mondiale du Commerce); pour les aspects politiques, enfin, ce fut l'ONU, entre autres realisations. Il y avait eu urgence, car l'arme atomique menacait la planete; qu'un seul des belligerants en possession de cet armement l'utilisat, et nous y passions tous. S'ensuivit le gel des affrontements armes entre grandes puissances. La lutte pour la creation d'empires et la domination du monde prit un tour ideologique. Sur les decombres du nazisme, deux camps emergerent qui, se menacant du pire, entamerent une drole de guerre, une Guerre froide, sans combat militaire direct, une guerre psychologique ou chacun tentait d'imposer sa conception economique et sociale, sa vision du monde ideal, l'une communiste, l'autre capitaliste. Mais il fallut attendre la chute du mur de Berlin, intervenu en novembre 1989, a la surprise generale, et celle, impensable, du vaste Empire sovietique, pour que fut rendu possible l'avenement du nouvel ordre mondial reve au lendemain de la Seconde Guerre mondiale. En 1991, l'Amerique et ses allies occidentaux se trouverent alors seuls maitres au monde et George Bush pere put invoquer ce nouvel ordre mondial qui, en effet, se mit aussitot en place pour etendre son influence a l'ensemble de la planete Terre. Cette nouvelle organisation du monde etait amenee a se developper dans differents domaines: l'ordre moral en premier lieu, l'Occident etant le chantre de la bienfaisance, l'ordre economique, bien sur, le capitalisme ayant terrasse le communisme, et l'ordre militaire, pour finir, qui, d'ailleurs, n'attendit pas meme la chute annoncee des soviets pour s'imposer a l'impetueux Saddam Hussein. Cet hegemonie occidentale marqua la derniere decennie du siecle avant de soulever l'opposition d'une partie du monde musulman. Celui-ci, regroupe dans une cellule combattante et terroriste, decida d'enclencher les hostilites en provoquant l'oncle Sam sur son propre territoire, a New York, en lancant des avions de ligne contre les tours jumelles, symboles de la puissance economique americaine. C'etait le 11 septembre 2001: le nouvel ordre mondial tenait son ennemi."
