On the 20th of April, 1877, a debate took place in the House of Commons with respect to the manner in which speeches delivered in the House were reported, and Mr. Hanbury-Tracy, who opened it, moved the following resolution: " That a Select Committee be appointed to consider the expediency of providing official reports of the debates of this House," which, on being put to the vote, was lost. Mr. Bright spoke in favour of the resolution, and the Times, in an article on the debate in its next day's issue, criticized his remarks. The Editor of the Times explained in a footnote to the letter, that the sentence imputed to Mr. Bright, which he repudiated, was spoken by Lord Eslington, who followed him in the debate. TO THE EDITOR OF THE TIMES. Sir, --I am afraid the writer of the leader in the Times of this morning on last night's debate has not read the report on which he comments. He quotes one sentence as from my speech, which I did not utter, and which is not even in the Times' report of it. He further attributes to me the opinion that "every speech ought to be reported verbatim, for a member ought to be able to prove that he was not responsible for expressions that had been attributed to him, and which he had never uttered "--an opinion which I did not express, and which I do not hold; and towards the close of the article he asks: "Are the members to be reported-word for word, as Mr. Bright insists?
