About the Author :
Desmond Clifford was a journalist for the BBC before becoming a civil servant in 1997 just ahead of the referendum on Welsh devolution. He worked at the Welsh Office as Head of News until devolution took effect in 1999. From then until 2025 he worked for the Welsh Government. He was sent to Brussels as the Welsh Government’s first diplomatic appointment in 2000 to open a European Union office. He returned to Cardiff as long-serving Principal Private Secretary to the First Minister, Director of the First Minister’s Office and Director-General for Brexit, and member of the Welsh Government Board. He retired from the Welsh Government in 2025.

Review :
This series of specially commissioned bilingual essays aims to throw some pebbles into the water in search of ideas. They won't have all the answers, or even the right questions, but they attempt to contribute thoughts for a future Wales and imagine things being done differently. Democracy needs citizens to think and to make critical judgments about politics, political parties and what they offer. This series aims to help with that. This first essay, Slouching Towards Cardiff Bay, reflects on devolution's first era and looks ahead to some of the challenges as devolution moves into its second era beyond the Senedd reform of 2026. The title references the WB Yeats poem The Second Coming; the poet recognises a coming crisis symbolised by a beast stirring in the desert, and choices facing mankind for good or ill.
