University College London; Professor of International and Comparative Law. Moscow Higher School of Social and Economic Sciences. He read law at Harvard University, where he has been Visiting Professor of Law, and holds a Master of Russian Law (LL.M.) from the School of Law. Institute of State and Law. Russian Academy of Sciences, and higher doctorates from The Johns Hopkins University (Ph.D. I and the University of London (LL.D. I. He has advised the Governments of the USSR. Belarus. Russian Federation. Republic Kazakhstan. Kyrgyz Republic, Ukraine, Lithuania, Tadzhikistan, and Uzbekistan on aspects of law reform and participated in the drafting of a number of key legislative acts. He served as a member of the ECiIS Joint Task Force on Law Reform in the Independent States and has advised The World Bank, the European Bank of Reconstruction and Development, the European Commission, the United Kingdom Know-How Fund, and specialised agencies of the United Nations on law reform in the Independent States. He is a member of the District of Columbia Bar and licensed to practice in Russia and Uzbekistan.
