Theodore B Ted CarterTed Carter (1938-2025) served for thirty years in the U.S. Foreign Service with the Agency for International Development during the height of the Cold War. A graduate of the University of Rhode Island, Boston University School of Law, and Southern Mehodist University, he worked as a Regional Legal Advisor in more than fifty countries across Asia, Africa, the Middle East, and the Caribbean.
