Phillip J. Cooper

Phillip J. Cooper is Gund Professor of Liberal Arts at the University of Vermont and was the first recipient of the Charles Levin Award given by the American Society for Public Administration and the National Association of Schools of Public Affais and Administration. He is the author of Battles on the Bench: Conflict Inside the Supreme Court, also published by Kansas, and Public Law and Public Administration, now in its third edition.
