Mitchell P. StrohlMITCHELL P. STROHL is Professor Emeritus of Political Science at the American University of Paris. He is the author of The International Law of Bays (1963) and a contributor to Akaha's International Handbook of Transportation Policy (Grenwood, 1990). He is a graduate of the U.S. Naval Academy, Boston University, and he received his doctorate from the Fletcher School of Tufts University.
