Michael MessengerMichael Messenger is a director of the Elgar Foundation and Chairman of the Elgar Birthplace Management Committee. County Librarian and Arts Officer for Hereford and Worcester from 1984 until 1998, he was awarded the OBE in 1995 for his serices to libraries.
