He has published widely in academic journals and mainstream media outlets n topics including the role of leaders in international politics, military innovation and the future of war, and forecasting. Professor Horowitz has worked at the Department of Defense, is a Term Member of the Council on Foreign Relations, and is a member of the International Institute for Strategic Studies.
