Harcharan SinghHar Charan Singh born in 1930 in Quetta (Now in Pakistan). Had early education in Peshawar Cantt. After Independence passed BA (Hons) Economics from Mahindra College Patiala. Thereafter studied in Allahabad University and passed MA in International Rlations in 1952.He had visited England and France in 1947 as member of Indian Scott Contingent to Paris. On Independence Day, 15th August 1947, he broadcast message of greetings to his countrymen on Radio Paris on behalf of Indian Scouts after Indian and Pakistan flags were hoisted in the campus, concluding the greetings with "Jai Hind."
