Frank R. ScottFRANK R. SCOTT -- law teacher, poet, politician, and author -- was born in Quebec and received his early education in that city. He holds the degrees of B.A. (Bishop's and Oxon.), B.Litt. (Oxon.), and B.C.L.(McGill). He was a Rhodes Scholar at Oxford and is a Fellow of the Royal Society of Canada. He has been on the staff of McGill Unviersity since 1928, where he is now Macdonald Professor of Law. Professor Scott is the author of a number of books on Canadian politics and and foreign affairs, and of three volumes of poems. He has edited two anthologies of poetry, and contributed numerous articles on the Canadian constitution and foreign affairs. He is a prominent member of the C.C.F.
