The author or co-author of many articles in leading journals of political science, law, and law and economics, is also the author of the prize-winning Veto Bargaiing: Presidents and the Politics of Negative Power (Cambridge, 2000) and co-author with John Kastellec of Making the Supreme Court: The Politics of Appointments 1930-2020 (Oxford, 2023). He has been a National Fellow at the Hoover Institution, a Research Fellow at the Brookings Institution, a visiting fellow and subsequently co-director of Princeton's Center for the Study of Democratic Politics, and taught for many years at Columbia University and Stony Brook University.
