Allan CarterAllan Carter, a native of Glens Falls, New York, worked for thirty years as a law librarian at the New York State Library. During his tenure there, he authored many publications, including Public Library Law in New York State and The New Yok State Constitution: Sources of Legislative Intent. In 2003, he retired from the state library and took the position of historian at the National Museum of Racing and Hall of Fame in Saratoga Springs, New York, retiring in 2019. He has authored two books on horse racing: 150 Years of Racing in Saratoga: Little Known Stories and Facts from America's Most Historic Racing City (coauthored with Mike Kane) and From American Eclipse to Silent Screen: An Early History of New York-breds.
