About the Book

As climate change intensifies, governments, scientists, and private companies are increasingly exploring technologies capable of deliberately influencing the Earth's atmosphere. From operational cloud-seeding programs to proposals for solar radiation management, climate intervention has moved from scientific theory into international legal and policy debate.

In Geoengineering and Cloud Seeding, Paul F. Davis examines one of the most significant governance challenges of the twenty-first century:

Who has the legal authority to intentionally alter the atmosphere-and who bears responsibility when those actions extend beyond national borders?

Drawing upon international law, environmental governance, public health, political science, and climate policy, this book analyzes:
- The history and science of weather modification and cloud seeding
- Emerging geoengineering technologies and solar radiation management
- International legal principles governing transboundary environmental harm
- ENMOD, the precautionary principle, and state responsibility
- Climate justice and the rights of vulnerable nations
- Public health and environmental concerns
- Private-sector geoengineering and the growing governance gap
- Regulatory proposals for international oversight

Rather than advocating either unrestricted deployment or absolute prohibition, this book argues that climate intervention technologies require transparent, accountable, and internationally coordinated governance before their potential risks outpace existing legal safeguards.

Whether one views geoengineering as an essential climate tool, an unacceptable environmental gamble, or something in between, the legal questions can no longer be ignored.

Written for world leaders, policymakers, judges, diplomats, environmental advocates, and anyone concerned about the future of our planet, Geoengineering and Cloud Seeding explores the future of global governance while examining one of the most consequential legal frontiers of our time-one with profound implications for the health and well-being of humanity.
