En esta obra emprende un analisis de los fenomenos mas recientes del capitalismo tardio o capitalismo de organizacion. Se ha trocado el capitalismo en una formacion social poscapitalista que dejo atras las crisis como el modo en que transcurre el crecimiento economico? Es la pregunta que Habermas procura resolver. Hoy el Estado no se reduce, como en el capitalismo liberal, a complementar el mercado; mas bien, lo sustituye parcialmente en su funcion de regulador automatico de los intercambios. Las crisis periodicas se convirtieron en una crisis larvada y permanente, que se desplaza del sistema economico al sistema sociocultural. Ahora se repolitiza la relacion de clases, que en el capitalismo liberal se regia por el juego "espontaneo" y como "natural" de la ley del valor. Asi surge un problema de legitimacion, vale decir, la necesidad de que se acepte como legitimo el poder politico. Habermas estudia el problema de la legitimacion mediante conceptos que extrae de la critica a las ideas sociologicas de la teoria de la accion, la concepcion del mundo-devida y la teoria de sistemas. Al mismo tiempo, retoma y reformula las proposiciones de Marx acerca de la dialectica de desarrollo del modo de produccion capitalista. Luego de examinar las diversas tendencias a la crisis, discierne el lugar de esta en la contradiccion entre la actividad omnipresente del Estado, que debe legitimarse en las condiciones de una persistente desigualdad social, y la supervivencia de una moral universalista elaborada en el periodo de ascenso del regimen capitalista. Esta etica exige que toda justificacion de las acciones responda a intereses generalizables, vale decir, excluye el predominio del interes particular.La exposicion de Habermas, en extremo ajustada, organiza en un cuadro de conjunto cuanto se ha dicho acerca de la indole del capitalismo de los paises desarrollados.
