About the Author :
B.N. YUGANDHAR, graduated with first class in B. A. Hons. and M.A. in Economics from Sri Venkateswara University, Tirupati. Taught Economics to graduate and post-graduate students in the Madras and Sri Venkateswara University before joining the Indian Administrative Service in 1962. He worked as District Magistrate of Srikakulam District (1969 to 1971); as Deputy Director in the Lal Bahadur Shastri National Academy of Administration, Mussoorie, (1971 to 1974); as Special Assistant to Shri P.N. Haksar, the then Deputy Chairman, Planning Commission (1974 to 1978); Commissioner, Special Employment Schemes (1979-80); Chairman and Managing Director, A.P. Small Scale Industries Corporation; and Secretary to the Chief Minister of Andhra Pradesh (1980). He joined the United Nations in 1981 as Consultant to UNIDO and was Regional Adviser, Industrial Development and Technology policies at ESCAP, Bangkok till 1986. On return to Andhra Pradesh, he worked as Secretary, Planning and Secretary, Industries and Commerce during 1987 and 1988, before joining as the Director of the Lal Bahadur Shastri National Academy of Administration, Mussoorie. AMITAVA MUKHERJEE obtained his first class Master's Degree in Economics from Ranchi University in 1976; Master's Degree in Administrative Science and Managerial Economics from the William Marsh Rice University in 1978; studied Comparative Economic and Political Systems at Washington; obtained his Ph.D. degree for his treatise on the 'Behaviour of Firms', in 1983; carried out his post-doctorate research at Rice in 1985 and at the University of South Florida, Tampa in 1987. He is recipient of many awards and honours, including Bihar Governor's Cup for the Best Scholar of the Year 1971, Vivekananda Centenary Endowment Gold Medal, Hem Nalini De Memorial Gold Medal, Rotary Foundation International Fellowship and Brown Research Study Grant, which enabled him to travel, study and research worldwide. Dr. Mukherjee is currently Advisor in the District Planning Unit at the National Academy of Administration, Government of India, Mussorie, prior to which he held very responsible positions in the public sector. Dr. Mukherjee has numerous papers in every economic daily published in India and in journals of national and international standing, and six books to his credit.
