The High Representative of the Union for Foreign Affairs and Security Policy as a Legal Actor: Liber Amicorum in Honour of Stephan Marquardt(25 Studies in EU External Relations)

The High Representative of the Union for Foreign Affairs and Security Policy conducts the EU’s foreign policy and coordinates external relations within the European Commission. The present volume informs about his/her new role before the European Court of Justice and related case law. It also analyses the EU’s role in various classical fields of international law, such as litigating in the International Court of Justice, negotiating new rules on crimes against humanity, business and human rights or establishing a special tribunal on aggression against Ukraine. About the Author :
Frank Hoffmeister is the Head of the Legal Department of the European External Action Service and Professor at the Brussels School of Governance. Together with others, he also published The Law of EU External Relations (OUP, 2021, 3rd ed.). Lóránt Havas is the Deputy Head of the Division for International Law and EU External Relations Law at the Legal Department of the EEAS. He also teaches EU constitutional law and the law of international organisations at the Brussels School of Governance.
