He aqui un analisis de los limites y las posibilidades de la democracia que, sin duda, se convertira en un clasico de la literatura politica del siglo XX. El autor se propone explicar en este texto algo que resulta sencillo solo en apariencia: que es la democracia y por que es tan importante. De este modo, el autor empieza examinando los presupuestos basicos de la teoria democratica, luego considera las objeciones realizadas por algunos de sus criticos, y finalmente propone una reelaboracion teorica en una totalidad renovada y coherente, comentando a la vez las direcciones en las que podran moverse los futuros estados democraticos. En el camino que media entre el planteamiento y la conclusion, Dahl examina algunas de las cuestiones que mas preocupan en la actualidad: es la democracia un conjunto de instituciones politicas o unicamente un proceso? Cuales son las verdaderas relaciones entre el pueblo y las reglas que lo gobiernan? Hasta que punto ese pueblo depende de si mismo? Y a partir de ahi describe la evolucion de la democracia moderna, desde principios del siglo XIX hasta nuestros dias, investigando su desarrollo en varios paises, subrayando las diferencias de adaptacion y preguntandose como puede alcanzarse verdaderamente el tan ansiado bien comun, si se tiene en cuenta el indudable pluralismo de la sociedad moderna. La necesidad de crear mecanismos para la formacion de una ciudadania mas iformada, que pueda participar conscientemente en el proceso de tomar decisiones, acaba siendo finalmente una de las conclusiones de este libro tan esperanzador como razonable, un modelo de rigor y claridad informativa. Y su exposicion de la teoria de la democracia es tan completa porque, entreotras cosas, mezcla los elementos historicos con los actuales y los clasicos con los modernos tanto en lo que hace a los contenidos como a las formas. La necesidad de crear mecanismos para la formacion de una ciudadania mas informada, que pueda participar en el proceso de tomar decisiones, acaba siendo asi una de las conclusiones de este libro tan esperanzador como razonable, un modelo de rigor y claridad informativa.
