EinleitungDie Regierungszeit Diokletians (284-305 n. Chr.) ist von mehreren Reformversuchen gepragt, die beabsichtigten die durch die Krise des 3. Jh. verursachte Instabilitat des romischen Reiches zu bekampfen. Es war gezeichnet durch feindliche Ubergriffe an den Grenzen, welche sowohl der Expansionspolitik des Reiches entgegensetzten als auch innere Probleme verursachten, wie etwa die Bereitstellung von hoheren Verteidigungskosten und Militars zu Bewaltigung der Probleme am Limes. Zuvor haben allein im Zeitraum von Severus Alexander (235) bis Carinus (285) 70 Kaiser regiert, indessen sich 41 Usurpatoren versuchten durchzusetzen. Diese raschen Amtswechsel demonstrieren die Unruhe und Unzufriedenheit des romischen Volkes und die Schwierigkeit, effektiv gegen die vorherrschenden Problemfaktoren vorzugehen. Durch germanische Barbareneinfalle im Norden, aber auch durch die Perser im Osten bedroht, begleitet vom politischen Chaos und Unruhen im Inneren, durch Usurpationsversuche, sinkende Bevolkerungszahlen, abnehmende Produktion, zunehmende Steuerlasten, Verteidigungskosten und Verwaltungsarbeiten unterstrichen, schien die Problemkette zu lang, fur einen Kaiser als beinahe unmoglich zu bewaltigen. Diokletian wusste, dass es unmoglich war, diese Probleme allein und von einem Ort des mittlerweile riesigen Reiches aus zu bewaltigen, geschweige denn Verteidigung und Verwaltung ohne Hilfe von Mitregierenden zu organisieren. So entschied er sich 285/286 die Zustandigkeit fur den Westen des Reiches seinem Freund Maximian, zum Augustus erhoben, zu uberlassen. Ungefahr sieben Jahre spater wurde jedem der beiden Augusti ein Nachfolger, ein Caesar, unterstellt, welche nach 20 Jahren an den Platz des Augustus treten sollten; fur den Osten Galerius, fur den Westen Constantius; der Begriff der so genannten Tetrarchie ist fur dieses Herrschaftssystem bezeichnend. Besonderes Augenmerk dieser Arbeit gilt den Reformversuchen Diokletians in Hinblick auf die Stabilisierung des Finanzwesens. Im Rahmen seiner Regierungszeit machte er eine Steuerreform (290), eine Wahrungs- oder Munzreform (301) und erliess ein Edikt fur die Festsetzung von Hochstpreisen, den so genannten Maximaltarif (301). Untersucht werden soll hauptsachlich das Hochstpreisedikt (Maximaltarif), oder nach antiken Uberlieferungen bezeichnete edictum de pretiis rerum venalium, in Hinblick auf eventuelle Informationen uber die sozialen Verhaltnisse der Zeit um 300 und den Sinn und Zweck dieses Ediktes
