Seit dem Ende des Kalten Krieges gab es weitreichende Veranderungen in den Staaten sudlich der Sahara. In nahezu jedem afrikanischen Land sudlich der Sahara sind repressive Einparteien-und Militarregime von innergesellschaftlichen Gruppen unter internationalen Druck gesetzt worden demokratische Reformen einzuleiten sowie die Menschenrechtslage zu verbessern. Insbesondere in den fragilen Staaten Subsahara-Afrikas erweist sich die Umsetzung der Forderungen als aussert schwierig, zah und langwierig. Weit uber die Halfte dieser Staaten gehoren zu den am wenigsten entwickelten Landern (LLDC: 'Least Developed Countries') und besitzen ebenfalls einen niedrigen 'Human Development Index' (HDI). Die damit einhergehende zusatzliche Uberwindung der besonders verheerenden soziookonomischen und soziokulturellen Schwachen hin zu einer 'funktionierenden' Demokratie, gelang bis heute lediglich 15 bis 18 Landern. Etwas mehr als eine Dekade nach der einsetzenden Demokratisierungswelle weisenausgehend von insgesamt 48 Staaten - drei Funftel dieser Lander Strukturdefizite, Prozesse staatlicher Destabilisierung und letztlich Staatszerfallprozesse auf (Erdmann 2003: 268). Wahrend sich in einigen Landern diese Entwicklung bereits nach den fehlgeschlagenen Grundungswahlen abzeichnete, kam es in anderen vorubergehend zu Verletzungen 'politischer und burgerlicher Freiheitsrechte', infolge derer sich die alten Machthaber, beziehungsweise Anhanger von ihnen durchsetzten (Erdmann 2000: 5) und ein 'neopatrimoniales' Regime aufbauten. Beteiligt an diesen Ruckschritten sind Rebellen, die - utilitaristisch motiviertethnisch konstruierte Burgerkriege entfachen sowie Eliten, welche mit allen Mitteln ihre einst eingenommene Machtposition zu verteidigen versuchen. Sie bilden die wichtigste Achse der internen Akteure, die den Staatszerfall fordern. Ziel dieser Arbeit ist es jedoch, die Grunde fur diesen negativen Wandel in Subsahara-Afrika, unter der besonderen Berucksichtigung der Rolle von ausseren Faktoren, genauer, den westlichen Staaten zu beleuchten. Um die Entwicklung der staatlichen Zerfallprozesse besser zu verstehen, wird zuerst kurz auf die in den 1990er Jahren in Afrika einsetzende Demokratiewelle eingegangen. Dem schliesst sich die Betrachtung des Staatszerfalls an, wobei zum einen die Folgen des Wandels in der Politik der Geberlander durch den Wegfall der Bipolaritat analysiert werden. [.
