Der Balkan ist die Übergangsregion Europas, die seit Jahrtausenden die verschiedenen Kulturströmungen der Levante und Ponente aufeinandertreffen, ineinanderfließen und Symbiosen eingehen läßt. Mit dem Krieg im ehemals sozialistischen Vielvölkerstaat Jugoslawien ist dieser Fluß ein weiteres Mal unterbrochen worden. Der Sammelband gibt Wissenschaftlern aus verschiedenen Fachrichtungen, Publizisten und politischen Beratern das Wort, über die Ursachen, Entwicklungen und Lösungen der gewaltsamen balkanischen Handlungen nachzudenken. Als Hauptgrund für die Auseinandersetzungen kristallisiert sich dabei nicht der angeblich natürliche Haß der Balkanvölker aufeinander heraus, sondern das Festhalten an einer obsoleten Ideologie der Nationen. Weitere Beiträge in diesem Sammelband bezeugen, daß auch andere Regionen in Europa sich dem Zwang dieser Ideologie nicht entziehen können. Doch deren Völker haben in der Mehrzahl gelernt, nationale Konflikte politisch, d.h. vor allem friedlich zu lösen. Wann der Balkan seine Bedeutung als osmotische Region Europas zurückerlangt, hängt wesentlich von der Fähigkeit seiner Führungseliten ab, den realen Zustand ihrer eigenen Gesellschaften und ihre Bedeutung in Europa vorurteilsfrei zu analysieren, und von ihrer Bereitschaft, aus den Erfahrungen moderner (west)europäischer Vielvölkerstaaten zu lernen. Ohne diese Bereitschaft erscheint eine friedliche Zukunft des Balkans in Europa wenig realistisch.
