Sein Ziel ist es, die einzelnen Projekte sowohl aufeinander als auch mit der Gesamtstrategie abzustimmen. Das Management hat zu wenig Einblick in die einzelnen Projekte, um sie in einer Gesamtschau miteinander verknüpfen zu können. Hier setzt das Programm-Management an. Es sortiert die einzelnen Projekte, bündelt und koordiniert sie. Es entsteht eine zusätzliche organisatorische Ebene, von der aus sich alle Projekte auf das Unternehmensziel ausrichten lassen. Im Programm-Management wird bereichsübergreifend geplant. Der Koordinationsaufwand verringert sich, potenzielle Synergien können besser erkannt und genutzt werden. Der Verlauf der einzelnen Projekte wird ständig kontrolliert, der Einsatz von Ressourcen erfolgt entsprechend ihrer Relevanz. Denn: Langfristiger Erfolg entsteht nicht in einzelnen Projekten, sondern in ihrem gelungenen Zusammenspiel.
