About the Book

Am 28. Oktober vor 150 Jahren wurde Hugo Preuß (1860-1925) geboren. Es ist weithin bekannt, dass er an der Entstehung der Weimarer Reichs­ver­fas­sung führend beteiligt war, aber weit weniger, dass er zwischen 1890 und 1918 als Stadtverordneter bzw. als Stadtrat aktiv und kämpferisch in der Kommunal­politik der sich stürmisch entwickelnden Industriestadt Berlin tätig war. Hier hat er sein staats­theo­re­tisches Konzept einer praktischen, kommunal­politi­schen Bewährung unter­zogen. Unter dem Druck der Verhältnisse war es unve­rmeid­lich geworden, über die früh­libe­rale Be­schrän­kung der Staatstätigkeit auf Sicherheit und Ordnung hinaus­zu­gehen. Um das Zusammenleben von Millionen von Menschen auf engstem Raum mög­lich zu machen, wurde eine umfassende Infra­struk­tur­pla­nung notwendig. Wie New York, London, Paris und Tokyo musste auch Berlin seine Vororte einge­mein­den, groß­räumig die Versorgung mit Wasser und Energie, die Entsorgung von Abwasser sicherstellen, bezahlbare Wohnungen bauen und unter den Bedingungen extre­mer Verdichtung eine Lösung für die innerstädtische Mobilität ent­wickeln. Zu­gleich mussten auch Schulen, Universitäten, Theater und Museen gebaut und Bil­dung und Kultur gefördert werden, um ein "menschenwürdiges Leben" für alle seine Bürger zu gewähr­lei­sten. Was in dieser kriti­schen Periode an In­no­vation entwickelt wurde, ist bis heute aktuell geblieben. Weltweit werden immer mehr Menschen in Städten leben. Unsere städtischen Agglomerationen und die inhu­ma­nen Megastädte unserer Zeit müssen erst wieder re-urbanisiert werden. Aber zugleich ist die lokale Selbstregierung überall gefährdet. Das verschafft dem Kampf von Hugo Preuß um Urbanität, Stadtentwicklung, Verkehrsplanung und Gemeindeschule heute eine geradezu paradigmatische Bedeutung.
