Illusions gauloises est un requisitoire - severe, documente, precis - sur la France qui tombe . Une analyse implacable et rageuse sur une nation qui s'est etrangement endormie au milieu d'un monde qui, lui, bouge frenetiquement. D'un cote, le vent du large (chinois, anglais, indien...); de l'autre, ce Royaume d'Amelie Poulain qui dit non a l'Europe et qui se transforme, dans le meilleur des cas, en musee pour touristes. Comment en est-on arrive la ? Quelles consequences pour nous ? L'aspect diagnostic de cet ouvrage n'est pas le plus developpe - car le dossier a deja ete instruit par maints experts: tout le monde sait que le Modele francais bat de l'aile. Pierre Lellouche n'insiste donc pas sur ce point qui, en verite, n'est utile a sa demonstration que dans la mesure ou nos archaismes interieurs pesent dramatiquement sur nos insuffisances exterieures. L' exterieur, precisement: P. Lellouche pose quatre problemes etroitement lies: 1 - Le defi terroriste (donc la question de l'islamisme, du Proche-Orient, des flux migratoires); 2 - l'anti-americanisme (donc l'affaire irakienne, les neo-conservateurs, la question turque, etc...); 3 - L'irruption diplomatique des nouveaux acteurs mondiaux (le nucleaire iranien, surtout); 4 - la guerre des modeles en Europe (la fin de l'axe franco-allemand au profit d'un axe Berlin-Londres-Madrid). L'intellectuel qui decrit ce Nouveau Monde est, disons-le, clairement atlantiste et il deplore le manque de solidarite de la France avec ses allies traditionnels. Mais la n'est pas l'essentiel: son ouvrage vaut, d'abord, pour l'exceptionnelle clarte pedagogique de sa demonstration. En lisant Lellouche, dont le livre complete celui d'Alain Minc et celui d'Alexandre Adler, on dispose d'une boussole tres subtile pour comprendre comment la France, aujourd'hui, s'enlise dans des songeries contradictoires. Et comment, peut-etre, elle pourrait en sortir.

Pierre Lellouche est, a la fois, un acteur de la vie publique (depute de Paris, ex-conseiller de Jacques Chirac pour les questions diplomatiques, candidat a la candidature pour la Mairie de Paris) et un intellectuel, disciple de Raymond Aron, specialise dans la theorie des relations internationales. Il a ete, entre autres, negociateur tres efficace dans le dossier ITER (l'accelerateur de particules que se disputaient la France et le Japon). Il a, enfin, publie de nombreux ouvrages - dont Le Nouveau nouveau monde, qui a obtenu, chez Grasset, le prix Aujourd'hui en 1998.
