Au cours des quelques annees qui nous separent de la fin du siecle, les quinze Etats-membres de l'Union europeenne et les 380 millions de citoyens qu'ils representent decideront de l'avenir du projet politique le plus ambitieux et le plus benefique de l'histoire contemporaine. L'evolution du monde et les prochaines echeances de la construction europeenne leur imposeront en effet de choisir entre une Europe forte et une Europe faible, c'est-a-dire, en definitive, entre l'influence ou l'insignifiance du Vieux Continent sur la scene internationale. Si chacun d'entre eux pretend vouloir la premiere, le clivage est en realite profond entre les Etats qui sont prets a consentir les efforts necessaires et a accorder a l'Union les moyens politiques et institutionnels lui permettant de se doter d'une monnaie unique, de s'affirmer sur la scene diplomatique mondiale et de reussir l'integration de l'Europe centrale et orientale, et ceux qui, au nom d'une " nouvelle Europe," entendent remettre en cause le projet de Jean Monnet et de Robert Schuman. Entre les deux, la France hesite. Face au trouble de l'opinion et a l'attentisme des gouvernements, l'essai de Laurent Cohen-Tanugi denonce la derive subie par la construction communautaire depuis la chute du mur de Berlin, eclaire les enjeux de la reforme institutionnelle de 1996, de l'union economique et monetaire et du grand elargissement vers l'Est, et s'efforce de repondre a l'une des interrogations capitales de l'apres-guerre froide: le projet communautaire est-il extensible a la totalite du continent, et a quelles conditions? Normalien, diplome de la Harvard Law School et avocat aux barreaux de Paris et de New York, Laurent Cohen-Tanugi, 38 ans, est membre d'un cabinet renomme de juristes internationaux.
