A guide to how equal opportunities policies can be implemented to improve an organisation's recruitment and selection processes. In view of the low level of monitoring of equal opportunities taking place among British employers up to 2001, this report examines whether the newly available 2001 Census data can help them carry out this out more effectively. Illustrations of how this can be done have been produced using case studies chosen with employers at the forefront of equal opportunities monitoring. The authors explore whether the number of qualified people applying for particular vacancies from each of these groups is in proportion to their presence in the population as a whole. They also assess whether each group has the same chance of being offered a position and the extent to which the outcomes of hiring decisions are non-discriminatory. Equal opportunities and recruitment is based on the first research to use Census data to measure discrimination and workplace practices, illustrating the potential value of Census and other data in such testing, and it highlights a lack of detailed analysis by employers in relation to recruitment. The report also shows that many case study employers, especially those in the private sector, either did not collect necessary data, or they did not analyse the data they collected on their workforce and applicants. It presents guidelines for employers to assure that they are non-discriminatory in their recruitment practices and will be particularly helpful to public organisations in facing their new duties under the Race Relations (amendment) Bill. It will be useful for policy makers; employers; unions; equal opportunities agencies and organisations concerned with discrimination and older people, minority ethnic people, gender or disability.

About the Author :
Shirley Dex BA, MSc, PhD is Professor of Longitudinal Social Research in Education and Head of School at the Bedford Group for Lifecourse and Statistical Studies at the Institute of Education. Her main research interests include women's employment and occupational mobility, family-friendly, flexible working arrangements and equal opportunities policies. Previous publications for the Joseph Rowntree Foundation include Families and work in the twenty-first century (2003, ISBN 1 85935 095 X). Kingsley Purdam is a Research Fellow at the Cathie Marsh Centre for Census and Survey Research at Manchester University. He has undertaken a range of national research projects for organisations such as the Home Office, the Department for Trade and Industry, the Department for Work and Pensions, the Electoral Commission and the European Union. He currently teaches on the MSc Graduate Programme in Social Research Methods and Statistics at Manchester Universtiy and in the Department of Politics and Philosophy at Manchester Metropolitan University
