William Howard Taft never wanted to be president and yearned instead to serve as chief justice of the United States. But despite his ambivalence about politics, the former federal judge found success in the executive branch as governor of the Philippines and secretary of war, and he won a resounding victory in the presidential election of 1908 as Theodore Roosevelt's handpicked successor. In this provocative assessment, Jeffrey Rosen reveals Taft's crucial role in shaping how America balances populism against the rule of law. Taft approached each decision as president by asking whether it comported with the Constitution, seeking to put Roosevelt's activist executive orders on firm legal grounds. But unlike Roosevelt, who thought the president could do anything the Constitution didn't forbid, Taft insisted he could do only what the Constitution explicitly allowed. This led to a dramatic breach with Roosevelt in the historic election of 1912. Nine years later, Taft achieved his lifelong dream when President Warren Harding appointed him chief justice, and during his years on the Court he promoted consensus among the justices and transformed the judiciary into a modern, fully equal branch. Though he had chafed in the White House as a judicial president, he thrived as a presidential chief justice.

About the Author :
Jeffrey Rosen, the author of several nonfiction books, is a law professor at George Washington University, and a contributing editor for The Atlantic. SEAN WILENTZ is Sidney and Ruth Lapidus Professor in the American Revolutionary Era at Princeton University. He is the author of The Rise of American Democracy, which received the coveted Bancroft Prize, and, most recently, The Age of Reagan. He has also received a Deems Taylor Award for musical com-mentary and a Grammy nomination for his liner notes to Bootleg Series, Vol. 6: Bob Dylan, Live 1964: The Concert at Philharmonic Hall. Arthur Meier Schlesinger, Jr., (1917-2007) was an American historian, social critic, and public intellectual. Specializing in American history, much of Schlesinger's work explored the history of twentieth-century American liberalism. In particular, his work focused on leaders such as Harry Truman, Franklin D. Roosevelt, John F. Kennedy, and Robert F. Kennedy. A Pulitzer Prize winner, Schlesinger served as special assistant and "court historian" to President Kennedy from 1961 to 1963. He wrote a detailed account of the Kennedy Administration, from the transition period to the president's state funeral, titled A Thousand Days. In 1968, Schlesinger actively supported the presidential campaign of Senator Robert F. Kennedy, which ended with Kennedy's assassination in Los Angeles. Schlesinger wrote the popular biography Robert Kennedy and His Times several years later. He later popularized the term "imperial presidency" during the Nixon administration in his book of the same name. In 1967, he was awarded the American Academy of Arts and Letters Gold Medal for History. David Colacci is an actor and director who has directed and performed in prominent theaters nationwide.
