Here, author Agnes Case explains how education change leaders can use the money that comes to the school district in ways that more effectively support the reform movement in the school district. Many change leaders have had the experience of taking a course in educational finance that talks about debits, credits, capitalization policies, balance sheets, arbitrage regulations, and how to audit school district funds. Unfortunately, what many change leaders seek from school and don't receive is knowledge on how to read a budget, administer funds for a school or program, and prepare a report for the superintendent or the public. Case explains the basic concepts of educational finance that the change leader needs to accomplish these day-to-day tasks of using public monies. She also explains the various sources of money that come into a school district, the rules that govern use of these funds, and potential sources for additional money. More important than the amount of money is the way in which the funds are applied, and Case clearly and expertly shows how to best apply these funds.

About the Author :
Agnes Gilman Case is a senior administrator for an educational management organization (EMO) working with charter schools. She has extensive experience as an educator beginning in 1978, when she served as a Reading Teacher and then as a Spanish teacher, with experience in an urban school district as well as in a rural area. Case has always been an advocate of educational reform, writing new curricula, serving on committees, and volunteering to be a part of new and innovative programs in the school district. In 1993 she took her efforts and desire to make education more effective into the school district business office by becoming certified as a school business administrator. From that office she sought to apply the principles of Chapter One in focusing the efforts of reform in the school district. Case has trained numerous administrators in the concepts of educational finance that they need, and has implemented and supported decentralized decision making in all districts. She has also been a resource for community groups and board members seeking to understand the ramifications of financial decisions in their district.
