All Governments naturally acted on ths Walpolian motto, Quieta nan movere, and they would he disinclined to move in this or in other matters unless it were warmly taken up. He hoped that his noble friend would not be disheartened by the difficulties which he had met with in this matter, but that he would set his shoulder to the wheel again in the Heuse of Lords, and then, no doubt, with a few more Congresses like this, they would be able to work against that apathy which had hitherto prevailed. The Rev. Mr. Wray offered some remarks on the subject, and also the Rev. Mr. Bea.mont, who suggested that a petition should be presented to Parliament, asking that a permissive Bill might be introduced, with a view to the subdivision of Dioceses when desired by the clergy and laity. The Eight Rev. President, in closing the discussion, contrasted it with what had taken place at Oxford two years ago. They were then rather divergent in the schemes proposed, but they had progressed rapidly towards unanimity in the interval. There had been very little difference of opinion that day; but, perhaps, the suffragan theory had the most votes. He did not despair so .much as some people of help from the legislature, but perhaps it would be wise to adopt some protest, as suggested by Mr. Beamont, although he would not say hat they should adopt this particular form of petition.
