One of the prominent mistakes of modern statesmen has been to devote their attention to things rather than to human beings, ?hence the popular belief that cheapness must be nationally advantageous. The interest of the consumer seems at first sight to be inseparable from cheapness, but the closest investigation will show that cheapness, the result of long hours of labour and low wages, is invariably injurious to the labouring portions of a community; the happiness and comfort of these is a subject of infinitely greater moment than the merely aggregated mass of material products offered for sale at low prices in home and foreign markets. The supporters of factory regulation had the honourable merit of beginning with the consideration of human beings; there was, therefore, between them and their opponents an impassable gulf. True, the avowed end of both was the same, namely, the improvement of all, but the means leading to the end were opposed: the free school of economists said?All inter- erence is wrong, get cheapness, and whatever else isneedful will follow in its train. The supporters of factory regulation said? Check excessive and unnatural labour, care for health and morals, and whatever else is needful will follow in their train. In the discussion of the question between the opposing parties, which naturally took a wide range, a good deal of personal feeling was manifested.
