About the Author :
Neal R. Peirce is a lead writer on the dynamics of state and local government, with a special focus on metropolitan regions. He started, and continues today, the United States' first national column focused on state and local government themes, syndicated by the Washington Post Writers Group. Robert Guskind (1958-2009) was a contributing editor of National Journal and an award-winning journalist whose specialties included state and local government and politics and the nation's inner cities.
