This book engages the hotly debated question of how globalization affects the prospects of developing countries focusing on foreign direct investment (FDI). The central question is whether and under what conditions small latecomers in development can use high-tech FDI to expand indigenous capabilities and leapfrog industrialization. The author uses the cases of Ireland and Costa Rica to show how much the dynamics of the FDI-development nexus have changed and argues that these changing dynamics will make it difficult for Costa Rica and other latecomers to derive sustained development benefits from high-tech FDI.
