Abstract: Abstract of thesis entitled Inter-modal Co-ordination of West Rail with Other Public Transport Modes Submitted by Au Siu Fung for the degree of Mater of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 Transport is vital to an economy to meet its social and economic needs. The economic success of Hong Kong is depending largely on achieving a high level of mobility. In Hong Kong, there are about 11 million of pubic transport boardings every day. The high utilization of public transport services, low use of private cars and prudent assess on road buildings have laid a very good foundation to Hong Kong for sustainable development. Hong Kong has made remarkable achievements on this aspect and large proportion of daily patronage is being carried by both railways and buses. Hong Kong is also characterized by having a variety of public transport modes in the market. This is the regulator's role to maintain fair degree of competition among them but not wasteful one. The Hong Kong Government has a plan to use railways as backbone of the public transport system. Two batches of railways were recommended in the Railway Development Studies published in 1994 and 2000. According to the plans, new railways will be coming on stream in the coming years. This dissertation uses West Rail as an example to illustrate inter-modal co-ordination between a new railway with other public transport services. The task not only involves introducing feeder routes to railway but also re-organizing existing public transport service to maintain the network efficiency. Kowloon-Canton Railway Corporation (KCRC) also operates Light Rail Transit and this has greatly helped the corporation to provide its own comprehensive network within Northwest New Territories. However, the proposals of rationalization of existing public transport services have met with resistance. To date, West Rail is carrying about 100,000 passengers per day. The figure is far less than the projected ones during the planning stage. If the situation is to be continued, West Rail will be a huge financial burden to KCRC. The study concludes that there are various factors determining attractiveness of a railway which include its alignment, interchange services and the fares. In the case of West Rail, opening of the initial section of West Rail up to Nam Cheong Station is not attractive to passengers as compared to franchised buses which can provide more direct services. To enhance smooth implementation of the rationalization, comprehensive consultation and good publicity are indispensable.
