Abstract: Abstract of Dissertation titled Water Resources Management and Sustainable Development: A Case Study of the Three Gorges Dam Project at Yangtze River submitted by Law Sau Wah, Kitty for the Degree of Master of Arts at The University of Hong Kong in 2003 The present study is a small effort in the direction of linking water resources management (WRM), sustainable development (SD) and reservoir resettlement. It seeks to examine the achievement of China in promoting SD of reservoir resettlers, and add a previously neglected focus on social equity and development, particularly through the case study of the Three Gorges Dam Project (TGP). This study would also explore strategic policy options to WRM and development planning especially in dealing with the question of intragenerational fairness. The TGP will relocate over 1.13 million people within the Three Gorges Reservoir Area (TGRA) or outside to eleven coastal provinces. The TGP resettlement project suffers from inherent institutional, regulatory and financing problems. The developmental resettlement policy of the TGP has limited success in achieving development with resettlement due to poor social impact assessment, weak appraisal system, deliberate underestimation of resettlement scope and tight schedule. Cost- overruns, insecure financial sources and wide-spread funds embezzlement also make the plan fail to adequately compensate for the losses of the TGP resettlers. The results of the SD assessment of the TGP resettlers can be summarised as follows: (1) the social equity of the TGP resettlers is undermined rather than promoted because of declining employment opportunities, income inequality, poor benefit sharing, lack of local participation in decision-making processes and problems of social integration; (2) many of the TGP resettlers encountered high economic pressure after relocation for the sake of the restoration or betterment of housing condition; and (3) the educational opportunities generally increase after relocation, but access is not sustainable. If we assume that assets are not fully substitutable, the development capacity and opportunity of the TGP resettlers have been undermined because of the project as the gains in human-made capital assets cannot compensate for the losses in social, human and knowledge assets. The TGP resettlement project cannot achieve 'strong sustainability' as the social dimensions of SD are ignored. To conclude, the current dam practices and resettlement policies in China should be revisited. It is recommended that the principles of SD should be fully incorporated into the planning of water project resettlement schemes. Participatory approach should be adopted in all decision-making processes with the sufficient provision of relevant information.
