Submitted by Lo Yu Ching for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2007 Communications Technology is becoming more and more advance everyday. We can now conduct face-to-face conference by 3G mobile phone and access email and internet through PDA. Wireless communications means enable us to work with other people closely in distance. Previous research results like Travel Characteristics Survey 2002 showed that there were little influences of new technology on number of trips related to work, and a survey conducted in USA showed that telecommunications and travel are complementary (Choo and Mokhtarian, 2006). So what is the recent situation in Hong Kong? What are the preferences of working populations? With the objective of obtaining latest opinions of the working population in Hong Kong, a questionnaire survey was conducted in spring 2007 by convenience sampling on busy streets. The aim is to find out the respondent's mode of working (i.e. in designated place(s) or home based), their choice if home based working mode is available, and to find out if there are any relationships with their job and personal background. In the questionnaire, elements like the information technology knowledge and socio-economic characteristics of the respondents were also examined. The survey findings show that most of the respondents (>90%) still had to work in designated places, but more than half of them would choose to work at home ( 52%) if they had the choice. Most of the respondents in this group (>95%) agreed that working at home couldsave time and money. On the other hand, about 48% of respondents preferred to work at designated place(s) and over 80% of the respondents in this group agreed that working alone was boring and they could do other things after work. Also, both male and female respondents' perceived the possibility of working at home positively. In particular, telecommunication technology improvements would significantly affect respondents' choice of worksite. The result of this survey has broad significance in Hong Kong's transport policy and infrastructure development. The HKSAR Government has signed the "Clean Air Charter" with the business sector in November 2006. One of the elements is the requirement of businesses to adopt special measures to cut pollution on bad air days. The experience of other cities shows that this may involve special arrangements like working from home to avoid traveling, and reducing the total number of vehicles on the streets. However, before adopting the above strategy in Hong Kong, responsible parties should evaluate the feasibility in aspects like technology competence, ability and willingness of employees, together with the impact on the transport system.
