Abstract: Abstract of thesis entitled "Explaining the Institutional Flexibility of the ASEAN Regional Forum: A Rationalist First-Cut" Submitted by Li Yu-wai, Vic for the degree of Master of Philosophy at The University of Hong Kong in March 2007 Institutional design matters. To students of international relations, embracing such a statement is no easy task. While neoliberal institutionalists and constructivists take international institutions seriously and devote most of their efforts to defending the roles and raison d'etre of international institutions against realist skepticism, and exploring institutional effects, be they regulative or constitutive, the design problematique has not been appreciated and acknowledged as an important area of inquiry in international relations literature. Drawing insights from a recent project of institutional design with rational choice institutionalist underpinnings, this thesis seeks to advance a rationalist rendering for the design forms of the ASEAN Regional Forum for which constructivist scholarship claims to provide sound explanation. The rationalist framework presented in this thesis conceptualizes the design of the regional group as one that exhibits a high level of flexibility, manifested in its adoption of and subsequently reliance on the "ASEAN Way" as the modus operandi of the group; and to a lesser extent in the absence of a clear developmental roadmap. Instead of being the reflections of the region's social and normative terrains as constructivists often suggest these flexible institutional features could be conceived as a result of the rational design of ASEAN to manage uncertainty about the future state of the world, specifically the association's continued relevance and the roles that it might play in the post-Cold War Asia-Pacific. In attempting to relate the flexible features of the ASEAN Regional Forum to ASEAN's rational concerns about uncertainties, the study presents an alternative perspective on the matter, one that challenges the constructivist interpretations, and demonstrates how a rationalist mode of analysis could offer a structured account, questioning the sociological views underlying the constructivist perspective; and in doing so, establishes plausibility for further rationalist inquiries. _________________________________________________________ An abstract of 290 words DOI: 10.5353/th_b3831929 Subjects: Regionalism - Southeast Asia Institution building
