Abstract: ABSTRACT Understanding the root causes of the problem is the nutshell for identifying the right solution and the achievable measure. The research objective is to find out the causes of the Problem. Three hypotheses are set and tested. The data used in hypotheses testing, include data from prior research that is verified by latest statistical data; regression between toll level and traffic demand of EHC and CHT over the period Jan 2000 and May 2006 that is regarded as an extension of prior research; and the figures of traffic forecast of WHC, actual ANR of WHC and MinNR under WHCO over the period from 1997 and 2005. Throughout the analysis, the research results tell us geographic difference, failure in traffic forecast of WHC and the differentiation of toll level of three road-harbour crossings are the main causes. The idea that failure in traffic forecast is the cause is a new one. The research results rebut the general findings made by prior research where toll adjustment is an ineffective means. The results review to us toll adjustment is an effective means especially for some kinds of automobiles. They mean economic forces behind travel choices. They further imply that the toll increase at CHT (where concession is given to users of WHC and EHC) is the best and achievable policy option. The results also support the argument that the policy implied guaranteed returns reduce the effectiveness of toll adjustment and provide no incentive to solve the Problem, a change of the policy is expected.
