Abstract: Abstract of dissertation entitled IMPACT OF COMPETENCY BASED ASSESSMENT ON TEACHING AND LEARNING OF BUSINESS SUBJECTS Submitted by NG Wai Yan Vivian For the degree of Master of Education in Business Education At the University of Hong Kong January 2005 This dissertation assesses the impact of developing competency-based assessment for business subjects in secondary school. The Reform Proposal of the Education Commission recommended that schools should adopt a diversified assessment model and minimize the use of quantitative assessment. An alternative approach, competency-based assessment, which has been advocated in different disciplines for years, is also introduced to secondary schools. In this paper, we try to develop and foster competency-based assessment in secondary schools. We try to assess the effectiveness of competency-based assessment on students' performance, both intrinsic and extrinsic. We also try to see if there are any difficulties that teachers and students face with the new approach. The basic approach in this research is an action research. The research itself includes a task requiring the students to fulfil after teachers' instructions. During the project, the analysis will be based on teachers' and students' behaviour. After the project, a formal assessment on students' knowledge and qualitative interviews with students will be conducted on evaluating the overall impact of the competency-based assessment on the involved parties. Teachers and students are also asked to write a self-reflection after the project for assessing the impact of competency-based assessment as well. Under this research, there are several implications on students and teachers. After the project, students' academic performance, in most cases, improved. Students' analytical ability and vision are widened. One major implication is that the competency-based assessment will be more effective when it is an ongoing process. The evaluation of students' performance cannot be fully reviewed under a few tasks, but under long-term development. Another important area is that the implementation of competency-based assessment not only involves the change of teaching and learning approach during the lessons. It also involves the structure of curriculum design and the culture of the organization and the society. These are also the areas waiting for further researches and studies.
