Some child welfare agencies use Family Group Decision Making (FGDM) to foster collaborative relationships with client families, mobilize the family's support system, and keep children safe and at home. This usually consists of a single meeting at the outset of the case. Research examining outcomes of FGDM is limited, and most of what exists is flawed. No studies examine FGDM's effect on service utilization and thus, this study filled an unexplored gap in knowledge. Andersen's behavioral model of health care utilization (Andersen, 1968, 1995) was drawn on to understand how FGDM might facilitate service utilization. It was hypothesized that a one-session FGDM conference would affect the number of contacts between families and child welfare workers, increase the percentage of prescribed services started, and decrease the likelihood of the case being closed for service refusal. The study utilized an experimental design comparing FGDM and non-FGDM groups using data collected as part of California's Title IV-E Child Welfare Waiver Project in Fresno County, California, including electronic administrative and caseworker records and paper copies of case plans. Participants represented a non-probability convenience sample of families referred to the Voluntary Family Maintenance Program, randomly assigned to experimental and control groups (n = 59) on a five to three ratio. The dependent variable percent of prescribed services started was measured as the percentage of types of services prescribed in the case plan which the family started. The results did not provide evidence for an effect of the intervention on any of the three outcomes studied. Child welfare workers had significantly fewer contacts with families that had a mental health issue at entry (standardized beta = -.293, p = .035).
