Excerpt: ...to be for the purpose of having banking facilities afforded to the public: but I have known the general manager of a bank to say that they were not in any way obliged to provide banking facilities for the public. I do not mean, of course, that the banks should be called on to discount any man's note but I assert that there Is a duty imposed to provide banking facilities. The same thing applies to Insurance companies which should be required to encourage thrift and to look after the savings of the people, which come under their charge. But these obligations are not set out in any of these general Acts and as a consequence the railways especially, the banks, and sometimes the insurance companies have never risen to the conception that when they were given great franchises they were also charged to perform duties to the public. If these companies do not perform the duties to the public for the performance of which they were created--parliament must interfere, some one must Interfere and compel thorn to render to the public the service for Mr. W. F. MACLEAN. which they were enfranchised. It is hard for the public to get its rights when it has not the assistance of the government or of a department of the government--because these corporations have become so enormously wealthy and powerful. Some have behind them the Interest on five hundred to a thousand millions of money, and this vast concentration of wealth and influence is arrayed against the individual, who canuot secure his nights unless they are clearly specified In the law.
