Cwt. a rate of Duty amounting to a prohibition except in Seasons of absolute scarcity, and as the annual consumption does not exceed 25,000, OOOJt3s. while the cultivation is equal to a third or a half greater quantity, there seems to be no casualty of Season likely to justify any Importation on rational motives in the face of an Impost so exorbitant as 8. lis.
