Excerpt: ... each one of the individuals bound to bear their share having been ascertained, the next thing to bo considered is, how a coextensive and simultaneous demand and supply of money for the purpose is to be effected? The debt to be paid off is 774,000,000, but that is not the money to be raised, or for which there is the least occasion. The holders of that stock are beund to pay their share of that, equally with the owners of property. Under the Acts of 1803 and 1806 (schedule E), the fundholder who had lent his money to the Government was taxed upon the amount due to him, as part of his wealth, as all holders of other descriptions of property were for theirs; and it seems impossible to conceive any sound argument on which the fundholder could be held not equally bound to contribute, with the landholder, or other members of the community, whenever it may be determined to part with our dear and engaging, long-nourished National Debt! If this is, and it must be so, the fundholder would have, in common with every one, to provide one-fourth of the 774,000,000, or 193,500,000; leaving to be provided for, by a tax on all other descriptions of property to a fourth of its value, 580,500,000. If the land alone paid 25 per cent, upon 2,382,000,000, its value (at twenty-five years' purchase) in the year ending 5th April, 1843, this would give 595,500,000, or fifteen millions more than would be required for the whole debt, without taking into account the very large sums to be derived from the property in schedules B, D, and E, and the assessment of property in Ireland.
