Excerpt: ... WARRINGTON, Sept. 8t7i, 1885. A FORECAST. The speech from which an extract is given below was the first of a series delivered in the autumn of 1885, in which Mr. Chamberlain advocated a scheme of Radical policy, which was afterwards known as the "Unauthorized Programme." In view of subsequent events Mr. Chamberlain's references to Irish affairs are of extreme significance, furnishing, as they do, the key to his action in the following year. I Have now to refer to another matter which affects more deeply the integrity of the Empire and the interests of the population than our relations with any foreign country. I refer to the relations which are in the future to subsist between Great Britain and Ireland. I suppose that Moderate-Liberals, at least, have some opinion upon this matter; but upon it Lord Randolph Churchill, although he spoke for an hour and a half at Sheffield, was significantly silent. In view of the most important declaration which has ever been made by any Irish leader, Lord Randolph Churchill, the most influential member of the Tory Government, uttered not a word, gave not a sign, to show what was the opinion of the party which he has educated and which he has led in reference to the unhesitating and uncompromising demand which Mr. Parnell has made with regard to the separation of Ireland from the British Empire. I will say that the reticence of the noble lord is at least as eloquent as speech, and the Moderate Liberals must be blind indeed if they do not see in it the natural consequence of the Maamtrasna alliance, and of the tacit compact by which the Tories have become possessed of office.
