Staten bij het vaststellen van hun reglement die bepalingen moeten in acht nemen, en stelt de Rijkswetgever later dergelijke bepalingen vast, dan verliezen die van het provinciaal reglement hun kracht. Ook de gemeente kan bepalingen betreffende het verkoer op alle wegen maken, voor zoover geen hoogere autoriteit voorschriften heeft gegeven, maar het is duidelijk dat provinciale regeling hier de voorkeur verdient, waar het 't algemeen verkeer door de provincie geldt. Ik behoef er slechts op te wijzen aan welke moeielijkheden men zou bloot staan, wanneer b. v-op wegen onder het beheer der provincie staande, de bepaling gold dat voerlieden van elkaar tegenkomende rij-of of voertuigen van de hand moeten uithalen en op gemeentewegen juist het tegenovergestelde voorschrift van kracht was. Dit ni, wat in 't algemeen het verschillend karakter der bepalingen, in die provinciale reglementen voorkomende, aangaat. De grondslag van die verordeningen, de liggers, geven zoowel wat hun samenstelling betreft als met het oog op hun inhoud tot velerlei vragen aanleiding.
