The numerical name on the pod appears to have something to do with the location of the the Advisor, as URB-LOC 0017 almost certainly refers to "Urban Location 0017," AKA, City 17. In Half-Life 2: Episode One, during their mission to stop the Citadel from melting down, Gordon and Alyx encounter 314 URB-LOC 0017 in a room where Advisor Pods are being launched to safety.
