As part of the Atlantean Assembly, Higgins represented the English-speaking settlers that had moved into the area after the French and Spanish War. Higgins was part of the delegation that visited Victor Radcliff at the beginning of the Atlantean War of Independence to convince Radcliff to lead the Army of the Atlantean Assembly. Higgins was a planter and a slave-owner. Adam Radcliff (c 1761-c 1764) was the eldest of three children born to Victor and Margaret Radcliff in the years between the French and Spanish War and the Atlantean War of Independence.
