Was it only in 1904 that the Post Office decided on purchase?--I should like to suggest that you should put that question to the Secretarv. I was again consulted in 1904, but whether it had been considered by the Secretary prior to that date I think he had better answer. 1853. Had your Department any instructions to prepare an alternative scheme for 1904?--They had not. 1854. And you now say jt is too late, do you?--I think it is too late to do it in the way I think it should be done. 1855. Is not the outcome of that, that the nation so far as the telephone service Mr. Keir Hard'u--continued. is concerned is now at the mercy of the National Telephone Company. Supposing the shareholders in that Company elect to lose their capital in 1911 the system comes to an end, does it not, and you have no alternative to put in its place?--I should not like to go as far as that. Taking your assumption as it stands, that the shareholders would rather lose their capital than sell their plant to the Post Office, I would undertake to fit a plant, although it would not be so well built, nor so economically built, nor would it provide so well for the needs of the future as a plant that had been built with more consideration. 185b. So that if this Agreement does not go through, and the House of Commons considers that the creation of a new system is more economical in every way, it could be done under pressure, could it?--It could be done under extreme pressure. 1857.
