Winter range, which appears to be the primary limiting factor for deer, is mainly on public lands (see Table 3-8, Map 7). Most winter ranges are a mosaic of sagebrush-grass and mountain mahogany vegetation types. Douglas-fir and aspen "fingers" provide thermal cover on north slopes and draws, but these sites are limited. Heavy snow loads limit deer movement during severe winters. An estimated 3,545 mule deer rely on winter range on public lands. Crucial ranges are listed by allotment on Table 3-6. Pellet group counts indicate mountain mahogany sites receive significantly more'use than sagebrush types. Fecal samples collected in 1980 from the Appendicitis Hills and Marsh Canyon shows heavy dependence on browse, especially mountain mahogany (Appendix B). Sagebrush and bitterbrush are the second and third most frequently used plants with forbs receiving use when available. Use of grass was minimal from November through March. Browse transects show that mountain mahogany stands in the EIS area are in various condition classes, depending on the history of deer use.
