From recently being an obscure Editor and liawyer in an interior city, with one or two session's experience as a Legislative As semblyman, by a freak of political chances be secured the nomination, and was after.ward duly elected Lieutenant Governor, and in order of succession occupied the Executive Chair to fill a vacancy caused by the resignation of its elected incumbent. Coming thus fresh from the ranks of the people, he naturally sympathized with industrial workers, rather than political plotters, and to the latter's surprise signed the Bill before him, giving reasons in part as follows: MEMORANDUM OF REASONS FOR GUBERNATORIAL APPROVAL. Executive Chamrer, June 13, 1885. The approval of this bill is asked for by ex-Governor Horatio Seymour and also by-the following gentlemen who have an es tablished reputation in the profession of civil engineering, namely; Thomas C. Clark, Washington A. Roebling, S. H. Sweet, Charles H. Haswell, Egbert L. Viele, Alfred P. Boiler and many others., V From papers on file with this bill, and from the report of the Legislative Committee of this year, it seems that Charles T. Harvey many years since was, if not the originator of the method which seemed to solve the long mooted and important question of rapid transit, at least perfected a plan that was afterward of great utility, and in a large measure assisted in giving the present rapid transit facilities to New York City.
